Some skills are in such high demand in recent years that the right candidates available have had bragging rights. For example, candidates with machine learning and artificial intelligence skills are in high demand these days. Due to this fact, many more people have learned and mastered the use of these skills, making recruiting people with these skills more demanding and difficult. The fact that more people learn a skill that is in high demand does not necessarily make it easier to recruit for the positions requiring these skills. It would take more time to select the right candidate as you now have more options to choose from.
